Exercise Ushirikiano Imara 2019 Kicks off

The 12th East Africa Community (EAC) Armed Forces’ Command Post Exercise (CPX) “USHIRIKIANO IMARA 19” kicked off on 4th November 2019 at the Uganda Rapid Deployment Capability Centre (URDCC), Jinja. The event has been held on a rotational basis through all EAC Partner States, save for the Republic of South Sudan, since 2005.

The CPX is conducted pursuant to the EAC Protocol on Cooperation in Defence Affairs and EAC Defence Sector calendar of activities for the year 2019. The overall aim is to bring together EAC Partner States’ Armed Forces and other Civilian Key Stakeholders to plan and conduct an integrated mission that encompasses; Peace Support Operations(PSO), Disaster Management (DM), Counter Terrorism (CT) and Counter Piracy (CP) in order to improve capabilities that jointly combat the ever changing complex security challenges in an austere environment.

Countries participating in “Ushirikiano Imara 2019” include: the Republics of; Kenya, Burundi, Rwanda, South Sudan, United Republic of Tanzania and Uganda with each country contributing both military and civilian components. The Kenyan contingent headed by Chief of Training Defence Headquarters Brigadier Abdullahi Rashid, includes Brigadier Godffrey Buluma, the Chief evaluator of the CPX, Senior Officers, Officers and Service Members drawn from the Kenya Defence Forces (KDF) Services (Kenya Army, Kenya Air Force and Kenya Navy), National Police Service Officers and civilians from Government ministries.

CPX “Ushirikiano Imara 2019” will take place in three phases: the pre exercise training, exercise execution and after action review and is scheduled to end on 20th November 2019. The pre exercise training opening address was presided over by the CPX Director Major General Sam Kavuma from the Uganda People Defence Force, who welcomed the participant on behalf of the host Nation. He urged the participant to ensure that the objectives and goals of the exercise are achieved.

“Our people look on to us in times of disaster and emergency therefore, we must ask ourselves how we will work together during such times,” he said addressing the military, police and civilians taking part in the exercise.

The CPX will practice Mission HQ, Force HQs and other key stake holders in planning and developing strategies critically required to resolve a crisis through chapter VI, VII and VIII of the UN Charter. During and at the end of the CPX, participants are expected to; jointly manage an Integrated Mission HQ , jointly plan & execute Integrated Mission Campaign plan, apply the EAC SOPs, practice Integrated Service Support (ISS) architecture, plan and conduct PSO, DM, CT and CP Ops, achieve a mutual working mechanism with Key Stakeholders and increase EAC awareness through media management.
