Farewell Ceremony for Eastern Africa Standby Force (EASF) Outgoing Director Ambassador Issimail Chanfi

Defence Cabinet Secretary Ambassador Raychelle Omamo leads other officials in a cheers-up for the outgoing Eastern Africa Standby Force (EASF) Director Ambassador Chanfi.

The Cabinet Secretary (CS) for Defence, Ambassador Raychelle Omamo, presided over a farewell session for the outgoing Director of Eastern Africa Standby Force (EASF), Ambassador Issimail Chanfi, on 12th April 2017 at Karen, Nairobi. Amb Chanfi from Union of Comoros and has been head of EASF for three years since 2014.

The CS described the outgoing Director in three words the first being “white”. She said the first time she saw the Director was on white meaning he was clean and ready to lead the EASF. White a sign of peace. The second word “Wisdom” the CS praised the outgoing director as a wise man of few words. She said the director through his wisdom has been able to achieve gender policy. The third word “Worldly” to mean sophisticated, experienced worldly-wise a man with large vision for the continent.

The Chief of Defence Forces (CDF) General Samson Mwathethe also congratulated the outgoing director for the achievement he has made in the EASF. The CDF highlighted some of the achievement of the EASF including acquiring a Mission Start up Kit containing state of the art rapid deployable and self-sustaining Forward Force Headquarters and being equipped to deploy. The EASF has set up a peace fund to which each member state contributes to facilitate deployment when called upon which amounts to US$976,241.70, and upgrading the MOU on establishment of EASF to an agreement six member states have legitimized the Agreement and the remaining are in process. EASF also acquired a clear legal authority to ensure legitimate deployment in the region. During his tenure Amb. Chanfi made remarkable achievements, the most significant being the attaining of full Operational Capability by Eastern African Standby Force.

The CDF also welcomed the incoming Director Dr Abdillahi Omar Bouh from Republic of Djibouti and promised to accord him full support. The position of Director is held on a rotational basis by different member states. The member states are Burundi, Comoros, Djibouti, Ethiopia, Kenya, Rwanda, Seychelles, Somalia, Sudan and Uganda.

Present during the ceremony were also the Defence Principal Secretary Torome Saitoti, Vice Chief of Defence Forces Lieutenant Gen Joseph Kasaon, Commander Kenya Army Lt.Gen Robert Kibochi among other senior KDF Officers and invited guests.
