Vice Chief of the Defence Forces (VCDF) Lt Gen. Joseph Kasaon addresses participants during the opening ceremony of a workshop aimed at Enhancing the Efficiency and Effectiveness in Public Financial Management.
The Vice Chief of Defence Forces (VCDF) Lieutenant General Joseph Kasaon officially opened the Ministry of Defence workshop dubbed ‘Enhancing Efficiency and Effectiveness in Public Financial Management’ on Monday, 21 August 2017 at the Kenya School of Monetary Studies.
In his address, the VCDF noted the essence of the workshop in improving personnel capability and enhancing service delivery of the ministry to the public. He cited corruption as a hindrance to effective service delivery, but praised the steps the ministry has achieved in curbing the vice.
Lt Gen. Kasaon noted that the ministry had an even better opportunity to continue working to fully eliminate the vice.
“As individuals who have the say in the spending of the ministry’s allocations, it is paramount that you consider transparency, accountability and procurement laws as key factors in ensuring our ministry gets value for its money.” he said.
At the same time, he challenged the participants to ensure that the national government’s requirement that 30% of all contracts and tenders be awarded to the youth and people living with disability is implemented in their units and departments.
The Vice Chancellor KCA University Professor Noah Midamba noted that success could not be achieved in any government department without accountability and zero tolerance to corruption.
The four days’ workshop is organised in partnership with the KCA University and it brings together over 100 participants with authority to incur expenditure (AIE), including Chiefs of various Departments at the Defence Headquarters, all Formation Commanders, Senior Ministry of Defence (MOD) personnel among other MOD staff.
Present during the ceremony were Assistant Chief of Defence Forces Personnel and Logistics (ACDF P&L) Major General Samuel Nandwa, MOD Senior Chief Finance Officer (SCFO) Mr. Charles K Muhia, HSC, Secretary Administration Mr. Francis Mutie, KCA Director Institute of Capacity Development Ms. Cardine Kadikinyi among others.
