The Vice Chief of Defence Forces (VCDF) Lieutenant General Joseph Kasaon presided over the closing ceremony of the Ministry of Defence (MOD) workshop dubbedEnhancing Efficiency and Effectiveness in Public Financial Managementon 24th August 2017 at the Kenya School of Monetary Studies in Nairobi.
Addressing the participants, the VCDFexpressed his optimism that thefour-dayworkshophadimprovedpersonnel capability towards enhancing service delivery by the ministry to the people.
Hecited corruption as a challenge to effective service delivery and recognized the efforts MOD has achieved in curbing the vice, emphasizing thatthe ministry has a better opportunity to continue working hard to ensure no corruptionis practiced within its departments.
“What you should now is that corruption is a temptation to many public sectors that comes as a result of poor management of resources allocated.As finance officers,it is important that you consider transparency, accountability and procurement procedures as key factors in ensuring our ministry gets value for its money,” the VCDF said.
He reminded participants to ensure better planning and budgeting processes in accordance with law that requires 30% of all contracts and tenders tobe awarded to the youth and people living with disability,as this will confirm better management of contracts in their departments.
Caroline Kadikinyi who spoke on behalf of the Vice Chancellor KCA University noted that success could not be achieved in any government department without accountability and zero tolerance to corruption.
The four days’ workshop was organised in partnership with the KCA University bringing together119 participants with authority to incur expenditure (AIE) which included Heads of various Departments at the Defence Headquarters, all Formation Commanders and civilian Heads of Departments (HODs) working in the Ministry of Defence.
Present during the ceremony were Principal Secretary Ministry of Defence Amb Torome Saitoti, Assistant Chief of Defence Forces Personnel and Logistics (ACDF P&L) Major General Samuel Nandwa, Brigadier M. C Okech, Brigadier Gitiba, Colonel Odhiambo, Colonel Omari, MOD Senior Chief Finance Officer (SCFO) Mr. Charles Muhia among other Senior Officers.
