EAC DEFENCE EXPERTS CONVENE IN KAMPALA TO FORMULATE CIMIC GUIDELINES

Defence experts from East African Community (EAC) Partner States have convened in Kampala to develop harmonised Civil–Military Cooperation (CIMIC) Guidelines aimed at enhancing regional coordination in security operations.

Convened under the EAC Defence Experts Working Group, the meeting brings together subject-matter specialists tasked with establishing a common doctrinal framework to guide joint and combined civil–military engagement across the region.

The proposed guidelines are intended to strengthen unity of effort, interoperability, and coordinated planning in peace support operations, humanitarian assistance and disaster response, stabilisation initiatives, and operations in support of civil authority.

Participants observed that the framework will provide standardised principles and coordination mechanisms to improve interaction between military forces and civilian authorities, humanitarian organisations, and affected communities, in accordance with International Humanitarian Law and relevant African Union and United Nations doctrines.

The Working Group is set to review existing national doctrines and multinational frameworks to adapt them to the East African operational context, with outcomes to be submitted for validation within the EAC defence and security architecture.

The Kenya Defence Forces reaffirmed their commitment to advancing regional peace and security through doctrinal development and structured defence cooperation.
