STRATEGIC AWARENESS STRENGTHENS NATIONAL RESILIENCE

National security in the contemporary environment extends beyond the traditional Defence domain, encompassing strong governance, institutional accountability and the prudent management of public resources. Building a resilient nation therefore requires public institutions to understand how their respective mandates intersect with the protection of national interests and collectively contribute to Kenya’s security and sustainable development.

The National Defence College (NDC) concluded a week-long Capstone Training on National Security Awareness in Auditing for staff of the Office of the Auditor General during a closing ceremony presided over by the Commandant, NDC, Lieutenant General Juma Mwinyikai, at the KCB Leadership Centre in Karen, Nairobi.

The programme provided a strategic platform for broadening participants’ understanding of the evolving national security environment and the critical role of public oversight in strengthening governance, safeguarding public resources and enhancing institutional resilience. It further demonstrated the growing importance of a whole-of-government approach in addressing interconnected national challenges.

Addressing the participants, Lieutenant General Mwinyikai congratulated the auditors on successfully completing the programme and challenged them to translate the knowledge acquired into practical action within their respective areas of responsibility. He emphasised that contemporary national security demands strategic awareness across public institutions, with accountability, prudent stewardship of resources and sound governance serving as critical pillars of national resilience.

“You occupy a unique position in strengthening public confidence, enhancing institutional resilience and supporting informed decision-making across government. I encourage you to uphold the highest standards of integrity and professionalism as you discharge your responsibilities,” said Lieutenant General Mwinyikai.

He further commended the Office of the Auditor General for embracing strategic education as part of continuous professional development, noting that equipping public officers with a broader appreciation of national security enhances their ability to make informed decisions and contribute meaningfully to the protection of Kenya’s strategic interests.

The participants also benefited from an insightful lecture delivered by former Principal Secretary for Infrastructure, Professor Paul Maringa, who drew from his extensive public service experience to offer practical perspectives on leadership, governance and strategic decision-making. His presentation highlighted the value of visionary leadership, institutional responsibility and informed policy implementation in advancing sustainable national development.

Throughout the week, the Capstone Training deepened participants’ strategic appreciation of emerging national security dynamics and reinforced the interconnected roles of oversight, accountability and interagency collaboration in building a resilient state. The engagement also strengthened the nexus between strategic security education and effective public sector governance.

The ceremony culminated in the presentation of certificates of completion to the participants, marking another milestone in strengthening strategic capacity within the Office of the Auditor General and advancing a security-conscious, accountable and resilient public service.
