Professional and empowered Non-Commissioned Officers (NCOs) are central to military effectiveness, providing the critical link between command intent and execution at the tactical level. As contemporary security challenges become increasingly complex, deliberate investment in NCO education, leadership and professional development remains essential to building agile and mission-ready forces.
The Kenya Defence Forces (KDF) Defence Forces Sergeant Major (DFSM), Warrant Officer Class One (WO1) Bwana Haji Omari, recently represented the KDF at a Senior Enlisted Leaders Engagement Forum held in Libreville, Gabon.
Accompanied by the Kenya Air Force Sergeant Major (KAFSM), WO1 Franco Leparsalaach, the DFSM joined senior enlisted leaders from African militaries and the United States Africa Command (USAFRICOM) for discussions focused on strengthening NCO professional development, leadership and institutional capacity.
During the engagement, WO1 Omari presented the KDF’s NCO Development Framework, highlighting Kenya’s structured approach to developing enlisted personnel throughout their military careers. He outlined the framework’s emphasis on progressive military education, structured career development, leadership preparation and specialised skills training.
He noted that the framework seeks to prepare NCOs not only for their immediate responsibilities, but also for increasingly complex leadership and operational demands. Through continuous professional development, the KDF aims to cultivate adaptable, knowledgeable and confident enlisted leaders capable of operating effectively across diverse mission environments.
“Despite differing structures and histories across African forces, every effective military fundamentally depends on strong NCO leadership,” said WO1 Omari, describing senior NCOs as an important operational bridge between command intent and frontline execution.
The forum also provided participants with an opportunity to exchange experiences and best practices on enlisted leadership development, professional military education, mentorship and career progression. Such engagements contribute to greater professional understanding among participating forces while strengthening relationships among senior enlisted leaders.
WO1 Omari commended USAFRICOM Command Sergeant Major Garrick M. Banfield for convening the engagement, noting the value of sustained professional exchanges in strengthening military institutions and developing NCO cadres capable of responding effectively to evolving security challenges.
The KDF’s participation underscored the importance of investing in enlisted leadership as a foundation for discipline, operational effectiveness and institutional resilience, while contributing to broader professional military cooperation across Africa.
