The Kenya Defence Forces (KDF) has intensified operational preparedness for potential El Niño-related emergencies through Exercise Okoa Maisha, a two-week Command Post Exercise (CPX) designed to test the Joint Task Force’s (JTF) capacity to coordinate and execute effective disaster response operations.
Conducted through the Disaster Response Battalion (DRB), the exercise focused on strengthening command and control, operational planning, resource mobilisation and inter-agency coordination to enhance KDF’s ability to safeguard lives, protect critical infrastructure and support civil authorities during emergencies.
The General Officer Commanding Central Command (CENTCOM), Major General William Kamoiro, presided over the exercise proceedings and received a comprehensive briefing on the JTF’s operational readiness. He emphasised the importance of vigilance, individual preparedness and operational responsiveness, urging personnel to maintain a high state of readiness for deployment whenever required.
Exercise Director, Brigadier Michael George Simbili, underscored the importance of evaluating existing capabilities, identifying operational gaps and implementing corrective measures to strengthen the effectiveness of disaster response operations.
Through simulated emergency scenarios involving severe flooding, population displacement, infrastructure damage and disruption of essential services, the exercise tested commanders’ and staff officers’ ability to assess evolving threats, make timely decisions and coordinate response interventions under demanding operational conditions.
Particular emphasis was placed on information management, command and control structures, resource allocation and the timely dissemination of operational intelligence to support effective decision-making and coordinated emergency response.
The exercise further assessed the JTF’s operational capabilities, identified areas requiring improvement and evaluated mechanisms for coordinating military support to civilian disaster management agencies.
Exercise Okoa Maisha reaffirmed the central role of preparedness, decisive leadership and integrated response mechanisms in mitigating the impact of natural disasters. Lessons identified will inform targeted capability improvements, strengthen operational coordination and enhance KDF’s readiness to support national disaster response efforts.
The exercise underscores KDF’s critical role in reinforcing national resilience, protecting vulnerable communities and ensuring timely, coordinated and effective responses to emerging disaster threats.
