DEFENCE CS DELIVERS PUBLIC LECTURE AT JCSC

Cabinet Secretary Ministry of Defence, Hon Soipan Tuya, on 3 June 25 delivered a public lecture on Regional Peace and Security Dynamics in a Shifting Global Order to participants of Senior Course No. 40 at the Joint Command and Staff College (JCSC) in Karen, Nairobi County.

In her address to the multi-national class, the Cabinet Secretary noted that the global order is undergoing a dramatic transformation, driven by natural disruptions, escalating geopolitical tensions, and widespread strategic repositioning.

She noted that while the direction of these changes remains uncertain, policymakers must remain agile and prepared to navigate evolving global uncertainties.

“Africa has become a focal point in this global recalibration,” Hon Tuya said, pointing to the continent’s growing foreign investment and military cooperation profile.

The Cabinet Secretary cautioned that in as much the trends imply expanded opportunities for the continent, they also carry risks of dependency, governance erosion, and external interference in domestic affairs.

To effectively harness the benefits of the shifting global order, Hon Tuya urged African nations to avoid great power entanglements and instead focus on regional integration, pragmatic diplomacy, and partnerships grounded in Africa’s own strategic interests.

Further, the Cabinet Secretary advocated strengthening internal capacities and resilience against global volatility.

Moreover, Hon Tuya called for Africa to assert a stronger voice in global governance by pushing for reforms of international institutions such as the United Nations Security Council and the Bretton Woods system to ensure they reflect 21st-century realities.

“Africa must invest in its youth, in technology, and in security,” Hon Tuya said.

She added: “Most importantly, we must recognize that the world’s future order is not yet decided. Africa’s role in this unfolding scenario will depend on our unity, our assertiveness, and our strategic foresight.”

The Cabinet Secretary concluded by challenging African leaders and institutions to redefine the continent’s role, not as passive observers, but as proactive global players shaping the future.

Present during the lecture were JCSC Commandant Maj Gen Erick Kinuthia, Deputy Commandant Brig David Chesire, and KDF’s Chief of Operations Brig Edward Rugendo among other senior military officials.
