Defence Principal Secretary Dr Patrick Mariru on 29th July 2025 explored opportunities for deepening the emerging Kenya-Japan defence cooperation with Japanese Ambassador to Kenya H.E Matsuura Hiroshi at Defence Headquarters.
The Principal Secretary and his guest discussed Japan’s continued support for the International Peace Support Training Centre (IPSTC) in Nairobi as well as newer bilateral defence cooperation opportunities ahead of this year’s 9th Tokyo International Conference on African Development (TICAD).
Kenya is keen on leveraging Japanese expertise and resources to enhance investment in military hardware, infrastructure and technologies through Japan’s Overseas Security Assistance Programme.
H.E Matsuura was accompanied by Japan Embassy’s Head Political Section Ms Noriko Kobayashi and Defence Attache CDR Keiko Kawashima at the meeting also attended by KDF’s Chief of Strategic Policy and Plans Brig Ronald Makori and MOD’s Director for Policy, Strategy and Planning Mr Kennedy Okondo.
At another function, the PS received a delegation from Kenya United States Liaison Office (KUSLO) and Institute for Security Governance (ISG) led by Mr Ian Wexler at Defence Headquarters.
Mr Wexler, the Director of ISG, who is on his maiden visit to Kenya will participate in a week-long Professional Enhancement Workshop for Ministry of Defence (MOD) officers.
The training is part of a broad bilateral capacity enhancement partnership between MOD and KUSLO, aimed at strengthening service delivery, and includes support for the ongoing development of the Defence Civilian Staff Policy (DCSP).
Mr Wexler was accompanied by Ms Jessie Evans at the meeting also attended by MOD’s Secretary for Administration Mr Isaac Masinde and Director for Human Resource Management and Development Dr Lilian Nzavi.
