MOD, KUSLO, AND ISG PARTNER TO STRENGTHEN CIVILIAN WORKFORCE 

The Ministry of Defence (MoD), in partnership with the Kenya United States Liaison Office (KUSLO) and the Institute for Security Governance (ISG), conducted a five-day Integrated Defence Workforce Development Workshop targeting senior MoD civilian staff. The workshop took place from Monday, 28th July to Friday, 1st August 2025, at the Defence Headquarters in Nairobi.

Led by ISG Director Mr. Ian Wexler, the KUSLO-ISG team facilitated interactive sessions aimed at strengthening participants’ understanding of change management and its significance in building an integrated defence workforce. The workshop aligns with MoD’s efforts to finalize and implement the Defence Civilian Staff Policy (DCSP).

This initiative is part of the ongoing collaboration between MoD and KUSLO to enhance service delivery through targeted capacity-building and policy support for the development and rollout of the DCSP.

The Defence Secretary Administration, Mr. Isaac Masinde, representing the Principal Secretary Dr. Patrick Mariru, officially opened and closed the workshop. In his remarks, Mr. Masinde emphasized the value of such strategic partnerships in fostering institutional transformation. He expressed appreciation to KUSLO and ISG for spearheading the professional development engagement and called for continued collaboration in strengthening civilian support systems within Defence.

Mr. Wexler commended the Ministry’s commitment to empowering both its military and civilian workforce, underscoring that a skilled and adaptable civilian component is vital in supporting the military’s mission and readiness.
