MOD PARTNERS WITH KUSLO AND ISG TO ADVANCE CIVILIAN WORKFORCE DEVELOPMENT 

The Ministry of Defence (MoD), in partnership with the Kenya United States Liaison Office (KUSLO) and the Institute for Security Governance (ISG), conducted a four-day Integrated Defence Workforce Development Workshop targeting Deputy Heads of Departments from the Ministry. The workshop took place at Defence Headquarters in Nairobi from Monday, 17th November to Thursday, 20th November 2025.

Representing the Principal Secretary, the Defence Secretary for Administration, Mr. Isaac Masinde, expressed appreciation to the KUSLO and ISG teams for their continued partnership in this course. He noted that the partnership is timely, strengthening bilateral relations and enhancing collaboration essential for the growth and transformation of the Defence sector.

He emphasized the value of such strategic engagements in driving institutional reform.

The KUSLO team, led by ISG Africa Director, Ms. Jessie Evans, facilitated a series of interactive sessions comprising expert presentations, group exercises, and discussions focusing on workforce planning, organizational reform, policy implementation, and adaptive leadership within complex security environments.

Participants were taken through sessions aimed at deepening their understanding of change management and its critical role in building an integrated Defence civilian workforce.

In recent engagements, the team has covered various aspects of change management, approaches to implementing the proposed Integrated Defence Civil Staff Management Policy, and the importance of structured change processes in strengthening workforce integration.

The workshop builds on progress already achieved in development of the proposed Policy document, which is currently at an advanced stage of operationalization.
