KENYA UNANIMOUSLY ELECTED CHAIR OF DJIBOUTI CODE OF CONDUCT WORKING GROUP 3 

Kenya was unanimously elected to chair the Djibouti Code of Conduct (DCoC) Working Group 3 on operational cooperation and coordination at sea during a workshop that concluded on 4 September 2025 at Serena Beach Resort and Spa in Shanzu, Mombasa County.

Following the election, Brigadier Mohamed Shemote, Commander Kenya Navy Fleet, delivered the acceptance speech on behalf of the Commander Kenya Navy, Major General Paul Otieno. He reaffirmed Kenya’s commitment to fostering a culture of inclusiveness, transparency and collaboration.

“As chair, we are dedicated to fostering a culture of inclusiveness, transparency and collaboration. Our strength lies in the diversity of experience and expertise within our member states. The work we will do together directly impacts the security, prosperity and stability of our nations and provides safe maritime passages within the Western Indian Ocean,” he stated.

Brigadier Shemote further urged delegates, governments, navies, coast guards and public and private partners to maintain their expertise, resources and commitment to make the seas safer, trade routes more secure and maritime space more robust.

During the same session, Djibouti was unanimously elected the deputy chair of the Working Group 3.

The workshop adopted the Terms of Reference (TORs), Concept of Operations (CONOPS) and a Roadmap for Working Group 3. These documents collectively set out the operational framework, guiding principles and phased approach for the Working Group’s activities.

The unanimous decision of electing Kenya to chair Working Group 3 reflects regional confidence in Kenya’s leadership and commitment to enhancing maritime security and cooperation within the Western Indian Ocean and Gulf of Aden.
