CS DEFENCE PRESIDES OVER SIGNING OF PERFOMANCE CONTRACTS 

The Defence Cabinet Secretary, Hon. Soipan Tuya, on 22 September 2025 presided over the signing of Performance Contracts for the 2025/26 Financial Year with Chief Of The Defence Forces General Charles Khariri and Defence Principal Secretary Dr. Patrick Mariru, along with Chairpersons and Chief Executive Officers of the Semi-Autonomous Government Agencies (SAGAs) under the Ministry of Defence (MoD) at the Defence Headquarters in Nairobi.

The SAGAs include the Kenya Ordnance Factories Corporation (KOFC), Kenya Shipyards Limited (KSL), National Defence University-Kenya (NDU-K), Kenya Meat Commission (KMC), and the Kenya Space Agency (KSA).

Hon Tuya underscored the importance of performance contracts in driving accountability and efficiency within the ministry.

“This exercise is critical for maintaining focus on the Ministry’s strategic objectives and aligning with national priorities. The commitments made today will contribute directly to the implementation of the Fourth Medium-Term Plan of Kenya Vision 2030, integrating the Bottom-Up Economic Transformation Agenda,” she stated.

“These performance contracts are of great significance because they help us remain committed and focused on achieving both ministry’s goals and the National Government’s goals in serving the people of Kenya,” she said. “They are critical in gauging our performance, and I encourage all present to hold proper discussions with your teams, since this is an important tool for assessing public service delivery.”

She commended the Ministry’s agencies for timely financial reporting and their stellar performances at both national and international trade fairs. While praising their progress in productivity, mainstreaming and digitisation, she urged them to go further by maintaining and surpassing their set targets. She also assured those present that her office remains open to consultation to support the achievement of these goals.

She further emphasized the importance of collaboration, leveraging strengths, and teamwork to ensure the successful execution of these commitments.
