The imperative for stronger intra-African defence cooperation has become increasingly clear as Africa’s security landscape continues to evolve amid persistent threats such as terrorism, transnational crime, instability, and emerging asymmetric challenges. Sustainable peace and security on the continent demand deeper strategic partnerships, enhanced military interoperability, and collective approaches anchored in shared responsibility and regional solidarity.
The signing of a Defence Cooperation Agreement at Defence Headquarters in Nairobi therefore marks a significant step in strengthening continental security cooperation between Kenya and Angola, at a time when Africa’s evolving security landscape continues to demand stronger intra-African partnerships, enhanced military interoperability, and collective responses to shared threats.
The agreement marks a strategic milestone in bilateral relations between the two African nations and is expected to enhance collaboration across key areas including military training, defence diplomacy, peace support operations, exchange programmes, and institutional capacity building. The partnership reflects a shared recognition that Africa’s security challenges require coordinated African-led solutions driven by stronger defence partnerships and mutual strategic engagement.
Speaking during the signing ceremony, Cabinet Secretary for Defence Hon. Soipan Tuya described the agreement as a clear demonstration of the two nations’ shared commitment to advancing peace, stability, and collective security across the continent.
She noted that the signing represents an important step in deepening the longstanding bilateral relationship between Kenya and Angola while reinforcing the central role of defence cooperation in promoting regional peace and security.
Angola’s Minister of National Defence, General (Rtd) Lúcio G. Amaral, emphasized that the agreement reflects the growing strategic ties between the two countries and provides a stronger framework for practical collaboration in support of Africa’s peace and security agenda.
He observed that enhanced cooperation in defence, training, and peace support initiatives will not only strengthen bilateral military relations but also contribute meaningfully to broader continental stability efforts.
The agreement underscores Kenya’s continued commitment to defence diplomacy as a strategic instrument for building trusted partnerships, strengthening military capabilities, and supporting regional peace architecture. It also aligns with broader continental aspirations for African-led peace operations, stronger security institutions, and deeper collaboration among partner states in addressing shared threats.
Senior Kenya Defence Forces leadership present during the ceremony included the Assistant Chief of Defence Forces in charge of Operations, Plans, Doctrine and Training (ACDF OPD&T), Major General Fredrick Leuria, alongside other senior KDF officers. The Angolan delegation included the Angolan Ambassador to Kenya, H.E. Amario Azevedo, among other officials.
The Kenya-Angola defence pact signals a growing momentum toward stronger African military partnerships, reflecting a shared strategic vision that security, stability, and prosperity on the continent are best achieved through cooperation, collective preparedness, and unified action.
