SHAPING THE FUTURE OF HEALTHCARE THROUGH STRATEGIC GOVERNANCE

Effective healthcare systems are built on more than medical expertise alone; they require strong governance, sustainable financing and forward-looking policies that respond to the evolving needs of beneficiaries. Reflecting this commitment, the Principal Secretary for Defence Dr. Patrick Mariru today chaired the 6th Quarter Four FY 2025/26 Regular Ulinzi Health Services Fund (UHSF) Advisory Board Meeting at the Defence Forces Memorial Hospital (DFMH), bringing together board members and stakeholders to review key policy initiatives and strengthen the Fund’s capacity to deliver quality healthcare services.

Prior to the meeting, the Principal Secretary was received by the Director Medical Services (DMS) Major General (Dr) Francis Kuria and taken on a tour of selected facilities within the hospital. Accompanied by the Commandant DFMH Brigadier John Khaoya, the visit provided an opportunity to assess ongoing healthcare services and operational capabilities at the institution.

During the tour, the Principal Secretary visited the various wards where he interacted with patients, wished them a speedy recovery and commended healthcare personnel for their professionalism and dedication to patient care. The engagement underscored the Ministry’s commitment to placing the wellbeing of beneficiaries at the centre of healthcare delivery.

The Principal Secretary subsequently chaired the Advisory Board meeting, where discussions focused on strengthening the strategic direction of the UHSF through the review of the UHSF Integrated Policy and the UHSF Risk Management Framework Manual, key instruments aimed at enhancing governance, accountability and operational efficiency across UHSF facilities.

Board members also considered measures aimed at strengthening healthcare infrastructure, enhancing sustainable financing, improving access to medical services and developing human resource capacity across UHSF facilities.

The meeting further reviewed the implementation framework, including governance structures, regulatory mechanisms, funding arrangements and internal assurance processes.

The deliberations reinforced the importance of strategic leadership, sound governance and institutional collaboration in building a resilient healthcare system capable of meeting current and future demands.

The Ministry of Defence remains committed to strengthening healthcare delivery through policies and programmes that promote accessibility, efficiency and long-term sustainability for all beneficiaries.
