Commander Kenya Navy, Major General Paul Otieno, held a Clear Lower Deck for naval personnel within Kenya Navy Base Mtongwe and the Maritime Surveillance Squadron on 15 and 16 December 2025.
Clear Lower Deck is a naval term for all hands on board to muster for a meeting. The forum provided an opportunity to highlight notable achievements, address operational and welfare matters and reinforce personnel morale.
During the forum, Major General Otieno addressed the service personnel emphasizing the importance of unity, loyalty and discipline as essential values in service to the nation.
“Let us continue embracing unity, loyalty and discipline as we strive to uphold our reputation as a formidable maritime force. Your service, dedication and loyalty remain the foundation of our success,” he stated.
He urged personnel to remain steadfast in upholding Kenya Defence Forces core values, noting that their commitment, professionalism and dedication form the backbone of a capable and respected maritime force. He further called on the personnel to honour their oath of service, uphold integrity and continue serving the country with pride.
Major General Otieno also addressed critical areas including safety and security, discipline, integrity, welfare, physical fitness, environmental stewardship, financial management and adherence to naval traditions.
He underscored the vital role of a motivated and resilient workforce in achieving operational excellence.
Present during the Clear Lower Deck were Formation Commanders, Principal Staff Officers, Senior Officers, Officers and Service Members.
