A capable military is sustained not only by operational readiness and professional excellence, but also by the confidence that those who serve can build secure and dignified lives beyond the demands of duty. Access to affordable home ownership has increasingly become an important component of personnel welfare, providing stability for families, strengthening financial resilience and reinforcing the morale of Personnel throughout their careers.
The Kenya Defence Forces (KDF), in partnership with the Civil Servants Housing Scheme Fund, the Affordable Housing Board and KCB Bank Kenya, has taken a significant step towards advancing this objective through the launch of the KDF Mortgage Scheme.
The Scheme was launched through the signing of a tripartite Memorandum of Understanding, establishing a structured mortgage financing framework that broadens home ownership opportunities for Kenya Defence Forces personnel. The programme enables personnel to purchase, construct, or improve residential houses, acquire land for home construction, access equity for housing development, refinance existing home ownership loans or mortgages, and purchase homes under the Government’s Affordable Housing Programme. KCB Bank Kenya will serve as administrator of the fund, a strategic financial partner in creating awareness and sensitization as well as provide innovative financing options.
Presiding over the launch, the Chief of the Defence Forces (CDF), General Charles Kahariri, described the programme and the signing of the Memorandum of Understanding as a landmark achievement in strengthening the welfare of KDF personnel.
“The profession of arms demands sacrifice. Our personnel serve wherever duty calls, often away from their families and under challenging conditions. Looking after our personnel is not separate from military readiness; it is an essential part of it. Housing, therefore, is one of the clearest ways we fulfil that responsibility,” said General Kahariri.
The CDF observed that secure home ownership provides families with stability and peace of mind, allowing Personnel to focus fully on their operational responsibilities. He commended KCB Bank and the State Department for Housing and Urban Development for partnering with the KDF in delivering a programme that directly supports the well-being of military families.
Principal Secretary for Defence, Dr Patrick Mariru, described the mortgage scheme as a strategic investment in the welfare of KDF personnel and their families. He noted that expanding access to affordable housing contributes to long-term socio-economic security for Service members while complementing the Government’s broader agenda of improving the quality of life for public servants.
Principal Secretary for Housing and Urban Development, Mr Charles Hinga, reaffirmed the Government’s determination to widen access to affordable housing through collaborative partnerships. He noted that the initiative demonstrates how public institutions and the private sector can work together to enable more Kenyans, including members of the disciplined services, to achieve home ownership.
KCB Bank Kenya Managing Director, Mrs Annastacia Kimtai, said the mortgage facility builds upon the bank’s longstanding partnership with the Kenya Defence Forces. She affirmed KCB’s commitment to providing affordable mortgage financing, financial advisory services and tailored financial solutions that will empower personnel to build lasting financial security through property ownership.
Eligible KDF personnel will benefit from competitive mortgage financing, favourable repayment terms and professional guidance throughout the home acquisition process, making home ownership more attainable while supporting long-term financial planning.
The launch, attended by Service Commanders, General Officers, Senior Officers, Officers Service Members, senior government officials, KCB representatives and other distinguished guests, concluded with the formal signing of the Memorandum of Understanding between the partners.
The agreement provides the framework for implementing the mortgage programme and marks a significant milestone in expanding welfare initiatives that recognise the sacrifices of those who dedicate their lives to the service and defence of the nation.
