The Joint Command and Staff College (JCSC) today hosted Major General Paul Otieno, Commander of the Kenya Navy, who delivered an informative Lecture of Opportunity to participants of the Senior Joint Command and Staff Course, SJCSC 41-2025/26. The lecture, attended by Major General Eric Kinuthia, Commandant of the JCSC, together with the College’s heads of departments and faculty members, focused on Defence Diplomacy, highlighting the centrality of partnerships, presence and the strategic role of the Kenya Navy in advancing national and regional security interests.
Major General Otieno provided a detailed analysis of the evolving landscape of Kenya’s defence diplomacy within the context of the new global security logic. He examined the challenges posed by great power rivalry, economic coercion, strategic self-interest and increasingly contested battlefields. The Commander further addressed contemporary maritime threats, with particular emphasis on emerging threats in the maritime domain.
“No single nation can address the maritime threat matrix in isolation,” said Major General Paul Otieno. He stressed the importance of defence diplomacy through robust maritime partnerships as the most effective way to promote stability, deter threats and protect economic interests.
The session concluded with an engaging interactive question and answer session, during which participants had the opportunity to seek clarifications and exchange perspectives with the Commander.
The lecture forms part of the College’s ongoing efforts to expose participants to contemporary strategic issues and operational insights from KDF leadership, thereby enhancing joint professional military education.
