On 25 September 2025, the Assistant Chief of Defence Forces in charge of Operations, Plans, Doctrine, and Training, Major General Frederick Leuria, met with Captain Dr. Sean Cavanaugh, Deputy Principal of the U.S. Military HIV Research Program (MHRP) at the Walter Reed Army Institute of Research (WRAIR), along with leaders from the President’s Emergency Plan for AIDS Relief (PEPFAR), at the Defence Headquarters in Nairobi.
The meeting focused on discussions and planning for the responsible transition of the HIV program, a critical requirement for the continued implementation of PEPFAR-supported activities.
In his remarks, Maj. Gen. Leuria emphasized the vital role that the partnership with WRAIR has played in combating HIV/AIDS, a global health challenge for over four decades. He underscored that controlling the pandemic is essential to the Kenya Defence Forces’ (KDF) mission readiness and the overall well-being of its personnel.
“KDF remains steadfast in supporting the fight against HIV/AIDS by ensuring the availability, accessibility, and integration of HIV services within our primary health care system,” he stated.
He also commended WRAIR for its ongoing support and dedication in the fight against the epidemic.
Captain (Dr.) Cavanaugh praised the KDF for its proactive leadership and commitment to health security. He noted that ongoing discussions aim to shape the future of the PEPFAR program within the KDF.
The WRAIR, through PEPFAR, continues to support efforts to enhance KDF’s capabilities in HIV prevention, care, and treatment.
The meeting brought together senior KDF medical officers, military personnel, and PEPFAR representatives.
