The Ministry of Defence (MoD) on 23rd October 2025 underwent its annual performance contract evaluation for the Financial Year 2024/2025, marking the 21st cycle of this national exercise.
The evaluation, held at the Defence Headquarters, was conducted by the Public Service Performance Management Unit (PSPMU) under the leadership of the Principal Secretary for National Government Coordination, Hon. Ahmed Ibrahim Abdisaalan, who was accompanied by the Secretary for Performance Management, Mr. Joshua Mwiranga.
In his address, PS Ibrahim commended the Ministry of Defence for its consistent strong performance in previous evaluation cycles. He noted that the Ministry stands out as a model institution within the public sector, emphasizing that its approach and execution should serve as a benchmark for other government ministries and departments seeking to strengthen accountability and efficiency.
Representing the Principal Secretary for Defence, Dr. Patrick Mariru, Defence Secretary Mr. Isaac Masinde reaffirmed that the evaluation process embodies a shared responsibility to transparently account for the Ministry’s achievements against the specific targets outlined in its performance contract. He reiterated MoD’s commitment to excellence, results-based management, and continuous institutional growth.
The PSPMU evaluation team, led by the Director of Economic Planning, Mr. Robert Ngei, conducted an independent moderation and validation of the Ministry’s self-assessment report. The exercise aimed to rigorously measure the Ministry’s performance against its contracted targets for the 2024/2025 financial year. The evaluation focused on MoD’s distinct performance contract, which integrates key result areas aligned with both its military and civilian mandates. These areas include Financial Stewardship, Service Delivery, Core Mandate, Implementation of Presidential Directives, Affirmative Action in Procurement, and Cross-Cutting Issues.
Beyond assessing past performance, the evaluation also provided a vital platform for dialogue and learning, setting the stage for continued enhancement of performance contracting across the Ministry.
Present during the exercise were the MoD Director of Policy, Strategy and Planning, Mr. Kennedy Okondo; senior Defence Headquarters officers, Heads of Civilian Departments; and representatives from the Kenya Army, Kenya Air Force, and Kenya Navy, as well as various directorates and branches of the Kenya Defence Forces.
