MOD CONDUCTS PUBLIC PARTICIPATION ON DRAFT DCSP IN LAIKIPIA & ISIOLO

The Ministry of Defence (MOD) technical team developing the draft Defence Civilian Staff Policy (DCSP) has concluded a 3-day public participation exercise in Laikipia and Isiolo.

In Laikipia, the team led by MOD’s Secretary for Administration Mr Isaac Masinde, met both military and civilian staff from 23 KR, 4th Brigade and hosts Laikipia Air Base (LAB) while in Isiolo participants were drawn from 78 Tk Bn, 86 ARB, SO ARMR, SOI, SOA, SOME, IRH and CATC.

In his speeches, Mr Masinde, who represented Defence Principal Secretary Dr Patrick Mariru, said DCSP seeks to enhance the overall performance of MOD by strengthening the synergy between the ministry’s military and the civilian staff.

Mr Masinde noted that the policy would address gaps in career progression, staff establishment and staff welfare of MOD’s civilian staff among other aspects, and advised participants to contribute freely to the policy’s development.

In the two regions, the technical team was hosted by Laikipia Air Base (LAB) Commander Brigadier Mohamed Farah and Deputy Commander Armed Brigade Colonel J. Koima respectively.

During the public participation townhall meetings, participants were taken through the draft policy and made recommendations that the technical committee will incorporate into the final document.

So far DSCP, whose development began in 2021, has undergone public participation in Coast and Western regions and will be headed to Thika this Friday, and Nairobi later this month, in the last phase of the exercise.

Besides the draft policy, the team addressed several outstanding human resources and administrative matters including leave management, training and remuneration among others.
