The Ministry of Defence (MOD) has today wrapped up this week’s public participation exercise on the Defence Civilian Staff Policy (DCSP) draft at Thika Garrison, Kiambu County.
Led by MOD’s Director of Administration Mr Benjamin Odegi and KDF’s Chief of Inspectorate Brig F. Lobaly, the technical team spearheading the process started off by paying a courtesy call to their host, Deputy Commander Combat Engineers Brigade Colonel A.K. Kapkomoi.
The team separately took both military and civilians staff drawn from the Headquarters Engineers Brigade as well as 12, 14 and 18 Engineers Battalions, through the draft policy and engaged the staff in feedback sessions.
DCSP aims to improve the Ministry’s overall performance by enhancing coordination and collaboration between military and civilian staff. It will also address issues such as career progression, staff establishment, and welfare of MOD’s civilian workforce.
Besides the policy, participants were appraised on leave management, dress code, training and working hours among other emerging human resource and administrative matters.
The DCSP, which has been under development since 2021, has so far undergone public participation in the Coast, Western and Eastern regions. The final phase of the nationwide exercise will take place early June in Nairobi region.
The technical committee will then retreat to incorporate input from the public participation into the draft for onward processing and approvals.
Other technical committee members present were Mr. Temesi Mukani (Director, Public Communication), Mr. Frankline Mabeya (Head of Defence Research and Development) and Lt. Col. Mutua among other senior MOD and KDF officials.
