MOD CONCLUDES PUBLIC PARTICIPATION EXERCISE ON CIVILIAN STAFF POLICY

Ministry of Defence (MOD) technical committee overseeing the development of a Defence Civilian Staff Policy (DCSP) has today concluded the nationwide public participation exercise that took close to two months.

Today’s concluding town hall meetings took place at Defence Forces Memorial Hospital (DFMH) in Lang’ata concluding a four-day excercise in Nairobi that involved military and civilian staff stationed in Embakasi, Kahawa and Lang’ata Garissons as well as the National Defence College (NDC).

The exercise sensitized participants on the proposals in the DCSP, and provided a platform for staff to offer feedback on areas that need improvement to the technical committee led by MOD’s Secretary for Administration Mr Isaac Masinde.

In his address across the four camps, Mr Masinde reiterated DCSP’s broad aim of developing an integrated MOD specific workforce defined by enhanced work relations and efficiency while maintaining distinction between military and civilian staff components.

Mr Masinde emphasized that the draft blueprint was designed to address identified human capital management gaps such as career progression, staff establishment, remuneration and welfare among others.

Participants were taken through the draft policy enabling them to make elaborate recommendations for incorporation into the final draft which will then be processed to become policy.

This week’s Nairobi leg of the public participation exercise was preceded by similar engagements in Coast, Western and Eastern regions.

Besides Mr Masinde, other members of the technical committee include all MOD Heads of Department as well as Brigadier F. Lobally (Chief of Inspectorate) and Lt Col M Mutua representing Kenya Defence Forces. Public Service Commission (PSC) is represented by Ms Wangeci Gichangi (Assistant Director for Legal Services).
