His Excellency General Yoweri Kaguta Museveni, President of the Republic of Uganda and Commander-in-Chief of the Uganda People’s Defence Forces (UPDF), today delivered a high-level Lecture of Opportunity to participants of Course 28–2025/26 at the National Defence College (NDC), Karen, Nairobi.
The event was attended by senior military leaders, high-ranking government officials, Ambassadors, and Defence Attachés from allied Nations.
Focusing on the themes of African sovereignty and prosperity, President Museveni emphasized the critical importance of self-reliance, ideological clarity, and regional integration as key pillars for sustainable peace and development across the continent.
“Africa must take full responsibility for its security and destiny. True independence is not only political but also strategic and economic,” he asserted.
Drawing from Uganda’s history of liberation and socio-economic transformation, President Museveni shared valuable insights on strategic leadership, national resilience, and the role of disciplined ideology in shaping effective defence and development policy. He underscored the need for leaders to understand the historical context of their nations and to make decisions rooted in long-term national interests.
He further highlighted the importance of building resilient institutions by training a new generation of leaders who are ideologically grounded and strategically aware. He emphasized nurturing military and policy professionals who blend operational capability with strategic thought as vital to securing Africa’s future.
During an interactive session, President Museveni engaged with participants on topics such as emerging security threats, regional stability, and Uganda’s evolving defence policy. He encouraged the future leaders to integrate practical skills with strategic thinking throughout their careers.
The Commandant of the National Defence College, Lieutenant General Juma Mwinyikai, expressed gratitude to President Museveni for his profound and timely address, describing it as a strategic intervention that will significantly enrich the academic and professional development of the College’s participants.
Also in attendance were Kenya’s Cabinet Secretary for Defence, Hon. Soipan Tuya; Cabinet Secretary for Cooperatives and MSMEs Development, Hon. Wycliffe Oparanya; Uganda’s Minister of Foreign Affairs Hon (Gen) Jeje Odongo; Principal Secretary Defence Dr. Patrick Mariru and other distinguished dignitaries.
